Mr. Xie Huan Zhong was born in February 1957 in ShanXi Province, China. He graduated from Xi'an University in 1982 with a BS in Mechanical Engineering. Since receiving this degree, Mr. Xie has devoted his career to the Department of Science & Technology of the Ministry of Education (MOE), People's Republic of China.

At the MOE, Mr. Xie has steadily advanced from being Deputy Division Chief, to Division Chief, and to Deputy Director General. In August 2001 Mr. Xie was appointed Director General of the Department of Science & Technology of MOE where he is in charge of all education-related scientific research and technology affairs across China.

While maintaining his responsibilities as Director of Science & Technology Development Center of MOE, Mr. Xie is also the Director of Educational Information Office of the MOE.

Mr. Xie was a visiting scholar in France from October through November 1993 where he focused on the latest theories and practical applications of technology transfer.
